Disadvantaged Business Enterprise Certification

The Disadvantaged Business Enterprise (DBE) Program is a legislatively mandated program run by the U.S. Department of Transportation to ensure non-discrimination against businesses owned and controlled by socially and economically disadvantaged individuals wanting to do business with state agencies that receive federal funding for transportation.
In this pre-recorded class you will learn from UTA- Civil Rights representative Elena Velaochaga who will discuss the program, eligibility criteria, and benefits of being DBE certified in the state of Utah.

To be eligible for the DBE Program, a business must be:
  • A for-profit small business
  • At least 51% owned and controlled by one or more socially and economically disadvantaged individuals
  • Not affiliated with a larger firm
  • Must meet Small Business Administration Criteria
  • Must not exceed $23.98 million in gross annual sales over three years
  • Personal Net Worth cannot exceed $1.32 million
Socially and economically disadvantaged individuals include those who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their individual qualities.

Eligible businesses can include those in the following sectors:
  • Construction (e.g. general contracting, specialty contracting, construction management)
  • Professional services (e.g. engineering, architecture, surveying, consulting)
  • Manufacturing and supply (e.g. supplies, equipment, materials)
  • Transportation (e.g. trucking, charter bus, airport services)
  • Other service-related industries (e.g. catering, janitorial, security, food)
